Don't call an all in bet that puts you all in with second pair

In this hand a player puts in a standard raise with KJ and the second player flat calls with A7.  The flop hits both players, one J and a 7 on board, but there's also a flush draw.  The player with the KJ in my opinion makes a clever bet of about $60 (bb is currently $20), which makes the player with A7 think this person is on a flush draw (many players when on a flush draw will make small bets at the pot to throw you off just to see the next card for cheap).  The player with A7 does a re-raise of about 3x the initial raise, and is called.  No flush card comes and the first player with KJ puts in another small raise of $60, and the A7 again raises, this time more.  Of course KJ calls.  When no flush card comes on the river, KJ goes all in which was $30 less then the person holding A7, who still only has second highest card.  This person called only to find out their 7's were beat by the J's.  I believe that the caller was sure the first person was on a flush draw and missed it, especially after the over bet of all in.  This actually was a good play (if you're in this position) in my opinion on the person with KJ (although risky) because they could have been up against 2 pair.  But with the last bet, it appeared that they missed their flush and was trying to buy the pot.
